For Apple Apps if you are updating an old app built on another platform - we are able to directly update that app and all the people who have it downloaded would have the app update in the background seamlessly.
You are not able to update Android Apps that were built on a different platform - Android apps require a whole new submission as a brand new app and users will be required to download it again.
